Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are issued from various governments. Significant resources is expended on containing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability afforded by current data. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Following this, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on Western support – a need that European nations are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The 28-point plan from American leadership provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from assuming that the status quo will not change more in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
